The Fresno construction landscape

Agricultural-adjacent construction — irrigation infrastructure, agricultural processing facilities, farm-support buildings — coexists with standard residential and commercial development across Fresno, Clovis, Visalia and the surrounding Central Valley communities.

Agricultural construction carries exposures that standard residential and commercial work doesn't — irrigation system work, specialized equipment, and sometimes work near agricultural chemical storage that should be disclosed explicitly.

Central Valley public works spans new municipal and school construction, renovation of existing public facilities, and highway corridor work along Highway 99 and the region's major agricultural transport routes — each carrying different coverage emphasis worth confirming before bid.

Core coverage for Fresno-area contractors

General liability, workers compensation and a CSLB bond form the baseline — for contractors working agricultural-adjacent construction, equipment coverage and any pollution exposure from proximity to agricultural chemical storage should be reviewed specifically.

Commercial auto matters for contractors covering the broader Fresno-Clovis-Visalia-Madera area, given the more spread-out geography of Central Valley operations compared to a dense urban metro.

Beyond contractors: developers, restaurants and breweries in Fresno

Construction and transportation are our strongest focus in Fresno, but the same disciplined submission and coverage-review process extends to two more industries with real presence here: real estate developers and subdividers managing project-specific risk through entitlement and construction, and restaurants and breweries carrying liquor liability, property and hospitality workers compensation exposure.

Brewery and restaurant build-outs in Fresno come with an owner who needs liquor liability and property coverage of their own, explained on Fresno restaurant, bar and brewery insurance.

It's the same broker handling a different exposure, not a new relationship — an ag-industrial contractor with a restaurant investment, or a developer syncing bonding with a builders risk policy, gets one point of contact instead of several. Builders who take on their own lots in Fresno pick up developer exposures, such as land, bonding and project-specific limits, outlined on Fresno land developer insurance.

Local permitting and compliance

The figures below are the minimums a city commonly requires before it issues a permit.

They are not a recommendation and not a coverage benchmark — several are decades old, and none of them reflect what a general contractor's subcontract, a lender or an owner will require on the same job. Treat $1,000,000 per occurrence as the practical floor for commercial general liability and confirm the current municipal requirement with the department named before you rely on any figure here. What is published here may also be out of date or contain errors, and requirements vary by city, county, state, agency, project and contract, among other things — verifying what applies to your own job, with the permitting agency and your own contract documents, is your responsibility.

Inside the City of Fresno, any work in the City right-of-way needs a street work permit, applied for online through the City's FAASTER portal; emailed applications are not processed. The City issues these permits to licensed contractors only and requires a bond for any right-of-way work. Its insurance exhibit for street work and utility permits is specific: general liability written on ISO CG 00 01 or a form no narrower, at $1,000,000 per occurrence with $2,000,000 general and products-completed operations aggregates; auto liability at least as broad as CA 00 01 covering any auto at $1,000,000 per accident; workers compensation; and employers liability at $1,000,000 per accident, per employee for disease and policy limit for disease. Carriers must be admitted in California and rated at least A-VII by A.M. Best unless the City's Risk Manager approves otherwise. The City and its officers, officials, agents, employees and volunteers must be additional insureds on the general liability and auto policies, using an endorsement no narrower than CG 20 12 04 13, with primary and non-contributory wording matching CG 20 01 04 13 or broader; the workers compensation policy must waive subrogation. A certificate on its own is not accepted; the endorsement has to come with it. Policies need 30 days' written notice of cancellation or reduction, a renewal certificate is due at least 15 days before any policy expires mid-job, and a lapse in coverage suspends the permit until it is restored. Work can start once the permit, and any required traffic control plan, is approved. In unincorporated Fresno County, road encroachment permits come from the Road Maintenance and Operations Division. The application records the contractor's license and bond numbers, carries an indemnity in the County's favor, and lets the County require a performance bond. The County needs 48 hours' notice before construction and 24 hours' notice before resuming after moving off the job or before paving, and missing either notice terminates the permit. The permit is void if the work is not finished by its expiration date, trenches left open overnight must be covered with secured non-skid steel plate or protected with Type K rail, pavement cut in a traffic lane is typically patched the same day with final repair within about ten days, and the permittee maintains the surface for a year after acceptance. The County application does not set insurance limits, so confirm them with the permit desk at (559) 600-4240. Caltrans District 6 handles permits on state highways.

Permits and inspections are managed at the local level
CSLB licensing is statewide, separate from city or county registration
Confirm the current procedure with the agency before the project starts
Work in the public right-of-way may need its own encroachment permit
